Entry Tesla Model 3 in Europe Said to Include Heated Steering Wheel Soon: Rumor
Tesla has been hinting at updates to include a heated steering wheel option in its Model 3 units, though one source has revealed that the move to do so may become a permanent standard.
On Sunday, @Sawyer Merritt reported that all 2022 Tesla Model 3 Rear-Wheel-Drive units produced after November 2021 will include a heated steering wheel and rear heated seats as the standard, according to an unnamed European source. The update is set to apply to new Model 3 customers, though no upgrade will be available for previous Model 3 buyers.
I've been told (via a European source) all Model 3 Rear Wheel Drive produced after 1st of November 2021 (2022 model year) will have heated steering wheel and rear heated seats as standard direct from the factory. No free upgrade available for previous M3 customers.

Merritt also pointed out that it isn’t yet clear if this only applies to European vehicles, though the report came from a European source. He added that watching Tesla’s U.S. site with the info may show the company’s plans down the road.
As for high demand, it’s showing itself through Tesla’s sales milestones as well. In September, the Tesla Model 3 was also the first electric vehicle (EV) in history to top overall European car sales.
First deliveries of the highly-anticipated Tesla Model Y also began in Europe in September – the same month demand for the Model Y was causing registration backups across China’s cities.
