Space Force Gives SpaceX Design Latitude on $2.3B Network

The U.S. Space Force is handing SpaceX unusual room to shape one of its biggest new low-Earth orbit constellations, according to SpaceNews on September 16. For the roughly $2.3 billion Space Data Network Backbone, the service is setting coverage, capacity, and throughput targets instead of telling SpaceX how many satellites to fly or how to configure them.

That design freedom is what is new. The award itself is not. Reuters reported on May 26 that Space Force awarded SpaceX a $2.29 billion other-transaction agreement for the SDN Backbone, with a fully operational prototype due by the end of 2027. The program is built to move high-capacity, low-latency military data across a proliferated LEO mesh, including pathways that can push missile-warning tracks toward interceptors in near real time, a role often framed alongside Golden Dome.

What the SpaceNews report adds from National Harbor is the acquisition style: performance requirements over a prescribed spacecraft count. SpaceX can size and arrange the backbone to hit those metrics rather than chase a fixed manifest the government wrote in advance. Officials have previously said the satellites will be government-owned, with security and resiliency changes beyond a straight commercial Starlink copy, while the mesh is expected to work alongside the Space Development Agency’s Transport Layer.

A fixed satellite tally still has not been made public. Space Force has already opened smaller interoperability awards to other vendors so the backbone is not a closed single-vendor island. The near-term clock remains the end-2027 prototype. Design latitude is the September update; delivery against coverage and throughput is what the contract will actually score.
