Tesla Europe posted its FSD Supervised evidence dashboard on September 1, opening a key piece of the Netherlands approval file just over a month before a possible EU-wide vote on October 6, 2026.
The software is already approved in the Netherlands, Denmark, Belgium, Estonia, and Lithuania, where more than 70,000 customers use it and the fleet covers over 1 million kilometres a day. Tesla says that across 100 million kilometres on public EU roads the system has been 4.1 times less likely to crash than manual driving, a figure that sits with the 100 million supervised kilometres already logged in those five markets and an earlier claim that FSD Supervised was 5.2 times safer than driving by hand.
Tesla is open-sourcing a key piece of evidence used for the Netherlands approval. The page is titled Article 39 – FSD (Supervised) Dashboard, and Tesla says it includes collision rates, Europe safety indicators, lane-change analysis, engineering fleet validation, and fixed-route testing in six major European cities. The design was adjusted to UN-R-171 DCAS, an exemption was requested via EU Article 39 for certain behaviors, and the dashboard is the safety evidence for those exemptions, which is a long chain of paperwork Tesla now wants every Member State to see in public rather than only in a regulator’s inbox.
The same dashboard was shared with all EU Member States in April 2026 shortly after RDW approval, and the data is from before that date. Study 6 lists over 793,000 FSD Supervised miles across eight European countries with zero major or minor collisions due to FSD Supervised performance. Study 7 lists over 230,000 scenario tests across six European cities, with zero safety-critical events and a 99 percent-plus pass rate.
European countries recorded 19,400 road deaths in 2025, around 53 deaths a day, the vast majority attributed to human error. Tesla says FSD Supervised is already saving lives where it is approved, but in much of Europe the safety benefit remains locked behind bureaucracy.
