Tesla to Delay Large-Scale Robotaxi Expansion Until FSD 15 Software Release

Tesla CEO Elon Musk has confirmed that while FSD v14.3 is considered the “last piece of the puzzle” for autonomy, the company will wait for major architectural improvements in Version 15 before launching a very large-scale Robotaxi service.

During the Q1 2026 earnings call, Musk explained that the decision is rooted in “degrees of safety.” While v14.3 is functional and currently powering Robotaxi operations in cities like Austin, Dallas, and Houston, Tesla has identified “major architectural improvements” that will significantly increase safety and convenience.

Prioritising Safety over Rapid Scaling

Musk emphasised that it would not be right for the company to push for a massive rollout when better software is already in the pipeline. “We’re going to want to finish writing that software, validate it, and release it before going to large scale,” Musk stated. He noted that while the definition of “large scale” is subjective, the company is still on track to expand its current unsupervised operations to “a dozen states or more later this year.”

The Path to Version 15

Ashok Elluswamy, Director of Autopilot Software, added that the current Robotaxi fleet is running on “14.3 variants,” which the company has deemed safe for the initial launch cities. However, the team is looking toward the next generation of the software to handle a much wider deployment.

“We continue to expand based on the v14.3 base for a while until v15 lands,” Elluswamy said, describing Version 15 as a “major upgrade” that will provide the necessary safety foundation for Tesla’s global autonomous ambitions.
