As for what’s new in Tesla’s 2021.4.15 software update? Not much, aside from the same “minor cold weather improvements and bug fixes,” as noted by @jtropey:

Just two days ago, Tesla rolled out 2021.4.13, which came with the same cold weather improvements and bug fixes. Most users are noting it’s now spring, so more appropriate updates for spring would make better sense.
Tesla continues to work on its version 11 software, which comes with interface and design changes, and is expected to launch when the company starts delivering its Model S refresh, said to be coming in July, according to the latest date provided to those that pre-ordered.
