Elon Musk Shares California City’s Switch to Grok for Meeting Minutes

Elon Musk amplified the news that the Farmersville, California city council voted 4-1 to have Grok, the AI assistant from SpaceXAI, produce verbatim meeting minutes at a cost of $30 per month.

The council voted on September 29 to use Grok to draft minutes from meeting recordings, with city clerk Rochelle Giovanni reviewing each draft to correct details, The Sun-Gazette reported. Councilmember Greg Gomez cast the lone dissenting vote.

Interim City Manager Kevin Northcraft said the service costs $30 a month, or $360 a year, calling the AI-generated minutes more objective than human-written ones. “They are also more objective, since they don’t involve a human person having to try to interpret what is appropriate and what is not,” Northcraft said.

Staff had recommended the city stick with summary minutes, noting the California City Clerks Association generally considers action minutes appropriate. Northcraft instead recommended Grok’s audio transcription as more affordable, thorough and objective than minutes written by a person. In a comparison, Grok produced eight pages of minutes, Otter produced nine, a service referred to as Government Clerk produced 12, and a human-produced Rev.com transcript ran 111 pages.

The change follows months of disputes over the minutes. Councilmembers Tina Hernandez and Araceli Ochoa had asked for changes to prior minutes to include certain actions and verbatim statements even though the city used summary-style minutes. Gomez argued for staying with summary minutes, noting surrounding cities do the same, and said the detailed requests had stretched the clerk’s work from two hours to nearly a week. “If we didn’t place that burden on you, it would actually be less expensive to have you do them,” Gomez said.

Hernandez blamed lacking records for the disputes. “The reason why this subject is coming up is because the basic and the most important information was left out,” she said. During public comment, resident Maria Torres called verbatim minutes “an unnecessary expense” given the meetings are livestreamed, while another resident said verbatim minutes are necessary for transparency.

Musk shared the story on X with a one-word post, “Grok,” quote-posting a summary of the decision.

The win extends Grok’s growing government footprint: Grok already powers the White House’s America.gov portal, and SpaceXAI keeps expanding the assistant, most recently with Grokipedia v0.3. With Musk planning to rename SpaceXAI to SpaceXSI, a $30-a-month council contract shows how cheaply public-sector AI adoption can start.
