Sweden Wants Union-Wide Tesla FSD Approval, Minister Tells Parliament

Tesla Full Self-Driving Supervised is still the Swedish government’s preferred outcome for a Union-wide approval, Infrastructure and Housing Minister Andreas Carlson told parliament in a written answer dated August 31, 2026, even after Trafikverket told EU officials to vote no unless Tesla strips out the ability to deliberately go over the speed limit.

Carlson was answering question 2025/26:1000 from Centre Party MP Rickard Nordin, who asked whether the minister would act on Trafikverket’s recommendation to the EU Technical Committee on Motor Vehicles. The Riksdag record shows Carlson did not lock in a yes vote. He wrote that ongoing TCMV talks on the conditions for approving Tesla FSD Supervised take extensive supporting material into account, including Trafikverket’s assessments, and that the government’s starting point and ambition is that a Union-wide approval of advanced driver assistance systems such as Tesla FSD Supervised should be put in place. Those approvals, he added, always follow evaluations of the available material so safety can be guaranteed when the systems are used.

Nordin’s question, filed August 17 and answered September 1, pointed back to Carlson’s earlier reply on question 2025/26:889 and argued that Trafikverket’s speed-limit condition looked more restrictive than the government line because a supervised driver still carries legal responsibility. Tesla Europe on September 1 opened its Article 39 evidence dashboard ahead of a possible EU-wide vote on October 6, 2026, after the company said the fleet had already logged 100 million supervised kilometres in the five EU markets where FSD Supervised is live. Sweden is not on that list.

Carlson did not say Sweden has already cast a yes in TCMV, and he did not say Trafikverket’s speed-limit objection is dead. The written answer restates Stockholm’s aim for Union-wide Tesla FSD approval while the committee is still working through the file.
