Ukrainian President Volodymyr Zelensky awarded Elon Musk Ukraine’s Order of Freedom on August 26, citing outstanding personal contributions to protecting human life and freedom and to relations between the peoples of Ukraine and the United States.
Presidential decree No. 835/2026, published that day and reported by Ukrainska Pravda and Kyiv Post, names Musk as an entrepreneur, engineer, and head of SpaceX and Tesla. “The Order of Freedom shall be awarded to Elon Musk, entrepreneur, engineer, and head of SpaceX and Tesla, United States of America,” the decree said, according to Pravda.
The Order of Freedom is a Ukrainian state honor for outstanding work on sovereignty, independence, democracy, and constitutional rights, and it can go to foreigners as well as Ukrainian citizens. Kyiv has long tied that role to Musk keeping the country online through SpaceX’s Starlink satellite internet after Russia’s 2022 invasion wrecked much of the terrestrial network.
That relationship has been messy. SpaceX has blocked unauthorized Russian use of Starlink terminals, a move Ukrainian officials said disrupted assault operations earlier this year, while the company has also limited Ukraine’s use of the service for offensive drone strikes. Musk has argued that long-range strikes inside Russia would be an escalation. Zelensky has said talks on that point are still open.
The decree does not name Starlink. It still lands as the clearest official thank-you Kyiv has given Musk for a network that has been central to Ukrainian communications since 2022.
