Other Tesla owners, such as those with Model S Plaid vehicles are also receiving 2022.12.3, such as Aaron (@AaronS5_). The owner says the 2022.12.3 update offers bug fixes on top of the previous 2022.12.2 update.

According to @greentheonly, 2022.12.3 also fixes Model 3 vehicles in China with a certain inverter type. “We performed an over-the-air recall remedy of the drive inverter software on your vehicle. The remedy will gradually activate the driver inverter components while your vehicle is charging,” says the release notes.
Tesla recently issued a software update fix for some Model 3 owners in China related to the drive inverter and 2022.12.3 looks to address that problem.
